For more than 50 years, the Ministry of Foreign Affairs (MFA) has recruited and employed advisers as part of Denmark's cooperation with developing countries. The employment of advisers is an important instrument in implementing ‘The World We Share’ (MFA 2021), Denmark’s strategy for development cooperation as well as the “Africa’s century” (MFA 2024) the strategy for strengthened Danish engagement with African countries. The Assignment concerns assistance to the MFA with recruitment of sector advisers, who are recruited in close cooperation with Danish authorities and will be posted to Danish embassies, and DANIDA advisers, who are recruited in close cooperation with a national partner in a recipient country and will be working with that partner. Somaliland Development Fund (SDF) Since the 1980s, Denmark has been a consistent development partner for Somaliland. In 2011, Denmark, along with the UK, Norway, and the Netherlands, established the SDF to align with Somaliland’s self-identified development priorities. Managed by an independent Fund Manager, the SDF has aimed to strengthen state capacity, enhance local ownership, and implement critical infrastructure projects. The overall purpose of this contract is to ensure the achievement of the development objectives jointly identified among the SDF3 donors. The Danish Energy Agency (DEA) is an agency under the Danish Ministry of Climate, Energy and Utilities (MCEU). DEA manages the Danish Energy Partnership Programmes (DEPPs), which are programmes that aim to assist public authorities improve policy and regulations in support of a green transition of energy sectors in emerging economies. To date, DEPPs have been established in ten different countries, that represent large, emerging economies, whose future energy mix will have a significant impact on global CO2 emissions. DEA manages the programmes, with technical assistance (TA) provided by DEA, the Danish transmission system operator (Energinet) and a consortium of Danish specialised consultants. Throughout 2023 and 2024, the Department of Migration, Peace and Stabilization (MIGSTAB) within the Ministry of Foreign Affairs of Denmark went through a comprehensive learning process on the basis of which it has consolidated its migration programming from small-scale projects into four new large-scale migration programmes. This marks a shift towards larger, more strategic and inter-related migration development programmes that underpin Danish policy priorities and support comprehensive partnerships with key countries along migratory routes, including those with the EU. The procurement procedure concerns assistance with administration of DANIDA bilateral advisers directly employed by the Ministry of Foreign Affairs (MFA).
