Norway – R&D assignment on school closures

Description

The contracting authority would like tenders for a survey on what intentional and unintended consequences the closures of primary and secondary schools have, both for communities and for pupils. The assignment shall highlight both the advantages and disadvantages of changes to the school structure. The assignment should also highlight what justifications have been given for proposals for school closures, give insight into the democratic processes that have led to decisions on maintaining or shutting down public schools, and provide examples of local adaptations as a result of decisions on closures afterwards. The assignment shall provide knowledge of consequences both in the shorter and longer term. The assignment must be submitted in time for the findings to be incorporated into a NOU for the future of the joint school, which shall be delivered in spring 2026. Delivery deadline: By Monday 16 February 2026. The assignment has a financial framework of NOK 200,000 excluding VAT. NOK 2.5 million excluding VAT. The estimated value is not binding for the contracting authority.
