Description

The aim of the procurement is to evaluate the new municipal law by 22 June 2018 no. 83. The aim of the evaluation is to find out whether the most central changes in the new law work well and have had the desired effect and whether the new municipal law as a whole thus also works the way it should. This is a basis for later evaluation of any adjustments to the regulations and/or other measures. The evaluation shall, among other things, be built on existing relevant knowledge sources, reports and evaluations, including the organisation database and the report from the preliminary project for evaluation of the Municipal Act from 2020, see the Preliminary Project on evaluation of the new Municipal Act - regjeringen.no. The preliminary project shall be a part of the basis for the assignment, but the assignment is nevertheless a separate and independent assignment. The preliminary project shall only form the basis for as far as it is relevant and appropriate. The general main topics to be evaluated are the elected organisation, participation councils, remote meetings, the right to access elected officials, inter-municipal cooperation, the municipal director's role and task, the relationship between elected officials and the municipal director, financial management, self-control (including internal control) and legal control on their own initiative. The assignment has two deliveries, one sub-report and one final report. The sub-report shall primarily evaluate the collaboration models intermunicipal political council and municipal task partnership, the requirement for ownership notification, and any additional topics that are agreed to in dialogue with the contracting authority that shall be included in the sub-report. The sub-report shall be delivered to the contracting authority at the latest 1 December 2025. The final report shall mainly evaluate the other topics resulting from the assignment description, with any adjustments agreed in later dialogue with the Ministry. T
