Consultancy Services are being sought by the Minister for Climate, Energy and the Environment to assist in the production of guidance relating to both mitigation and compensatory measures for renewable energy projects, and all associated electricity transmission connections and enabling infrastructure, in order to support the State’s compliance with the revised Renewable Energy Directive (RED III). Services must include, but are not limited to, the following: • To set out clearly the Article 6(3) Appropriate Assessment process and the criteria that must be met before 6(4) can be invoked. • In the context of the design stage and Article 6(3) Appropriate Assessment of projects and plans, to make recommendations relating to the design of novel mitigation measures, in line with the REDIII and how this could best be implemented in an Irish context. • To establish guidance for competent authorities to address procedural and technical matters arising relating to the 6(4)-derogation process...

The research is expected to present 2050 scenarios based on existing 2050 emission targets and commitments, current industrial policy, climate change forecasts and wider relevant information for the purposes of this research, to provide an evidence base for the Just Transition Commission. A research paper will be the main output of this contract. The Commission will build on the findings of the research paper and the established scenarios to 2050 workforce transitions and will articulate actionable and effective recommendations to Government on that basis.

The Department of Climate, Energy and the Environment (DCEE) as represented by the Geoscience Regulation Office (GSRO) require Expert Services for Mine Inspections and Environmental Consultancy. The GSRO seeks the services of consultants to provide expert mining advice and assistance in the carrying out of inspections of mining operations under State Mining Leases/Licences, together with access to backup environmental and hydrogeology expertise to assist with any environmental Stage 2 assessments or environmental queries arising in the course of GSRO work.
