The Ministry of Education and Research has decided that the Norway shall participate in the study "International Computer and Information Literacy Study" (ICILS) in 2028. The Norwegian Directorate for Education and Training is hereby highlighting the assignment of having national project management for ICILS in Norway. National project management is responsible for carrying out the ICILS survey in Norway, i.e. preparation for the study, collection and analysis of the Norwegian data as well as reporting. An important part of the assignment to the national project management is to take care of the role of NRC (National Research Coordinator).

The learning environment project was established in 2013 and is an offer for nurseries, schools and municipalities who want to work with safe and good nursery and school environments and who want direct support and guidance. The learning environment project has been adjusted several times since its inception and is constantly being developed.

The government wants all children to have access to an equal nursery offer of high quality. The Nursery School Act and the framework plan set requirements and frameworks for the nursery offer and the quality of kindergarten, but we do not know enough about compliance in the sector today. The Government would like to make sure that the nursery sector gets good support in the work on quality development in nurseries, cf. the national nursery strategy towards 2030, nursery school for a new era. Different evaluations, surveys and reports point out that there can be challenges with the municipality's supervision of kindergartens and the compliance with the nursery law in the sector. The Ministry of Education and Research needs comprehensive knowledge on compliance with the nursery law with regulations and the municipality ́s supervision of nurseries and the government managers ́ supervision of the municipality as a nursery authority.
