For more than 50 years, the Ministry of Foreign Affairs (MFA) has recruited and employed advisers as part of Denmark's cooperation with developing countries. The employment of advisers is an important instrument in implementing ‘The World We Share’ (MFA 2021), Denmark’s strategy for development cooperation as well as the “Africa’s century” (MFA 2024) the strategy for strengthened Danish engagement with African countries. The Assignment concerns assistance to the MFA with recruitment of sector advisers, who are recruited in close cooperation with Danish authorities and will be posted to Danish embassies, and DANIDA advisers, who are recruited in close cooperation with a national partner in a recipient country and will be working with that partner. Somaliland Development Fund (SDF) Since the 1980s, Denmark has been a consistent development partner for Somaliland. In 2011, Denmark, along with the UK, Norway, and the Netherlands, established the SDF to align with Somaliland’s self-identified development priorities. Managed by an independent Fund Manager, the SDF has aimed to strengthen state capacity, enhance local ownership, and implement critical infrastructure projects. The overall purpose of this contract is to ensure the achievement of the development objectives jointly identified among the SDF3 donors. At the highest level, this includes for SDF3 to strengthen the climate resilience of vulnerable communities in Somaliland while creating increased income and job opportunities, and thereby helping to reduce poverty. The procurement procedure concerns assistance with administration of DANIDA bilateral advisers directly employed by the Ministry of Foreign Affairs (MFA). The purpose of the Assignment is to ensure efficient and timely administration of DANIDA bilateral advisers. The Assignment includes HR management of DANIDA bilateral advisers. The Consultant shall handle all practical issues that may arise in connection with posting of seconded DANIDA bilateral advisers, such as, but not limited to: • issuing contracts, • negotiating salary calculation with new bilateral advisers according to Danida staff rules.
