The objective of the procurement is to strengthen the knowledge basis for the labour market initiative training, as a part of the basis for assessing the use, organisation and organisation of the initiative. The project shall map, describe and analyse the following: - The use of the different types of training measures for different user groups - Results and effects on transition to work, connection to the labour market and further education. - An assessment of the cost/benefit - Reasons for the results The final delivery deadline for the contract is 1 October 2027. The aim of the assignment is to review alternative stand-by systems for labour market integration, including the facility of an introduction programme and Norwegian training, in future situations with very high arrivals. The stand-by solutions must respond to challenges identified with the labour market integration of refugees after 2015/2016 and driven from 2022. In particular, it is a challenge for the municipalities to build new qualification offers. At least one of the proposals for alternative solutions shall therefore mean that not all municipalities must be responsible for the qualification work. At least one of the proposals shall also be implemented within the current system and economic limits. The proposals shall look into the follow-up evaluation of the national offer of digital Norwegian training that shall be available in autumn 2025 and carried out by Proba etc. on assignment for the Directorate for Higher Education and Competence (HC-dir). There is limited and little updated knowledge on how the regulations connected to the contracting authorities ́ role in the general application regulations together function today. The Ministry is therefore announcing a research project with the aim of getting a better overview of how the provisions on joint and several liability, the contracting authorities' information and duties, the tenderer's documentation obligation and the elected representatives' access rights work today. The assignment will be valid from when the contract is signed until the final report is submitted 15 October 2026. The assignment has an upper economic limit of up to NOK 1.9 million excluding VAT.

The project shall describe and analyse the following, in which the follow-up and initiative work with support is compared: - Which user groups are recruited to the measures - What content is offered in the measures - Effects on the connection to work over time for participants - Cost benefit and efficiency - Reasons for the results/effects The final delivery deadline for the agreement is 1 June 2027. The project shall describe and analyse the following: - The organisation and use of the measure over time - to what degree the clarification measure is a suitable means - the clarification measure compared with other relevant labour market measures and the Norwegian Labour and Welfare Administration ́s ordinary clarification offer, the final delivery deadline for the contract is 1 June 2027.
