The aim of the procurement is to evaluate the new municipal law by 22 June 2018 no. 83. The aim of the evaluation is to find out whether the most central changes in the new law work well and have had the desired effect and whether the new municipal law as a whole thus also works the way it should. This is a basis for later evaluation of any adjustments to the regulations and/or other measures. In 2023 the government invited municipalities and counties to apply to join the government's trial scheme. 12 trials were taken with them in the trial scheme, with the intention of being approved trials. These were selected based on provisional applications that were assessed by KDD in consultation with the relevant professional ministry. KDD cooperates with the Ministry of Education and Research (KD) regarding applications for trials related to KD ́s disciplines. Four trials in the training area are now approved. These trials are approved in accordance with § 29-3 of the Education Act. The contracting authority would like an evaluation of the Election Directorate ́s support for municipalities and counties in the implementation of the Parliamentary and Sami parliamentary election 2025. This support is mainly related to the use of the election administration system EVA, training, contact centre and information.1 It is desirable to highlight whether the cooperation between the Election Directorate and municipalities and counties has functioned in a satisfactory manner, and whether the Election Directorate has solved the assignments connected to providing the municipalities support and tools for the election implementation in an appropriate manner.
