NFD would like to have an evaluation of Green Platform, i.a. to have a better knowledge basis for further installation of the scheme. The evaluation ought to include the following elements: - Assessment of collaboration costs and gains, both for the policy participants and the applicant consorties, in the short and long term. - Assessment of potential socio-economic effects. - Go into a selection of the concrete projects and look at results, including expected environmental gains and spreading effects. - Look at a selection of projects that have sought support and have been rejected; what is the status - the consumables have moved forward with the projects they have applied for and received other financing, etc. - Assessment of what gives the best effect on the goal of green restructuring and sustainable development; funding for large projects managed by The Green Platform, or funding for minor projects through other schemes in the funding apparatus. The Ministry of Trade, Industry and Fisheries (NFD) has a continual need for evaluation of how different elements of the institutional framework affect the development in the seafood sector (with the seafood sector is ed here in the aquaculture industry, the fisheries and land-based seafood industry). There is also a continual need to adjust/change different elements of institutional framework conditions to strengthen the seafood sector and to develop a fact-based decision basis for political decisions. Particularly relevant is the follow-up of the quota report and the Storting's decision on this. NFD would therefore like a framework agreement for three years. There is a need to strengthen knowledge on how extensive the dependency on satellite based services for position determination, navigation and time provision (PNT services) is in society, what positive effects are created through its use and what negative effects/socio-economic consequences have a loss or disruption of the services will have. The tenderer shall carry out a socio-economic analysis/review to obtain knowledge, establish a data basis and document dependencies, needs and consequences of loss/disruption of satellite based PNT services both in sectors and across sectors, at system level and at regional and national levels. The review shall contribute to both the development and availability of knowledge, as well as to increased awareness, on the use of and dependency with satellite based PNT services and consequences in connection with interruptions and lapses.
