Objectives (a) will involve working with partner institutions/stakeholders to:
- Review literature on safeguarding processes that PEAS and other organisation such as CAMFED have established and implemented in supported schools
- Document structures established by PEAS and other organisations to support safeguarding
- Document impact of the safeguarding processes and structures on teachers, learners and communities
- Document lessons learnt in operationalising and sustaining the safeguarding model across supported schools
Objective (b) will involve working with PEAS to document:
- Safeguarding processes in place in schools supported by TIEEZ through support to school leadership
- Key gaps at the school-level that the programme has identified, aims to and can address by adapting PEAS’ model to create sustainable solutions
Objective (c) will involve reviewing the enabling environment for implementing safeguarding processes and structures in Zambia:
- Review of critical policy and legal frameworks and institutional structures that enable and impact on safeguarding
- In view of the above review - identify components of the different safeguarding models that can be replicated, scaled up and institutionalised across secondary schools in Zambia, clearly outlining the why and how of the selected components
Objective (d) will involve collaboration and input of critical stakeholders from the government, to:
- Identify and discuss components of the safeguarding models that can be replicated, scaled up and institutionalised across secondary schools in Zambia, clearly outlining the why and how of the selected components
- Identify any implications on policy and practice on scaling up and institutionalising safeguarding best practices across all secondary schools in Zambia
Objective (e) will involve translating findings into creating a scope of work for a study of the impact of safeguarding on the participation of girls in school. The details to be agreed with the consultant but to include the following considerations
- Identify and discuss components of the safeguarding model that can be tracked
- Understanding the process of replication or scaling up and institutionalisation across secondary schools in Zambia, clearly outlining the why and how of the selected components
- Identify opportunities for inquiry on policy and practice on scaling up and institutionalising safeguarding best practices across the school system
