The London Borough of Redbridge is committed to facilitating a thriving local economy that tackles the socio-economic inequalities of communities. This assessment is being commissioned to meet the Council’s duty under statute. Its purpose is to provide a solid base of evidence and analysis of Retail and Commercial Leisure Needs in Redbridge up to 2040, to help the Council and its partners better target their work. This will ensure the prosperity and vitality of the borough’s town centres and ensure the borough remains competitive within its London context. The council invites suitably experienced and qualified consultants to undertake a full update of the 2015 Retail Capacity Assessment of the borough in accordance with the National Planning Policy Framework (NPPF), National Guidance contained in the Planning Practice Guidance (PPG) and the 2021 London Plan. The assessment must also be considerate of the jobs and skills-related objectives of the council’s 2022-26 Corporate Plan.

This includes the following:

  • Making Redbridge the best place to do business in London
  • Supporting the Redbridge economic recovery from COVID-19
  • Helping people out of financial hardship, reducing low pay and the gender pay gap
  • Improving Skills, helping people into work and into better jobs
  • Making a child-friendly borough
  • Support Local Plan and planning policy & any other corporate policy formulation
